I personally find that Clearasil or St Ives work..use Cetaphil as a mositurizing lotion before using Clearasil.
Clearasil is about $10 ( I think)
And Cetaphil ranges around those figures too.

My sister has the same issue and I introduced her to dermalogica products. They do ranges for all sorts of skin including acne. It's more expensive than Clearasil but I think it's a more gentle product (I don't know that for sure though).
My sister found it's the only thing that really works for her. But it's important to see a dermalogica professional to get the right combination of products. They do sample ranges also so you can test it out with a small amount of product before buying.
BTW sometimes you get oily skin with acne because of the use of harsh products on the acne. Some products strip the skin of its natural oils so then the skin will over-compensate by producing more oils, thus getting into a vicious cycle. It can really help acne to try to break this cycle. Some experts believe that it's important to only use natural mineral oil products on skin as oil used in some products is derived from petrolchemicals and they are no good for the skin.
However, as I said, try dermalogica - I think their products work really well and so does my sister.
